This week, the Maryland State Department of Education (MSDE) unveiled 2023-24 school year report cards and star ratings. These report cards evaluate Maryland public schools using a five-star system, measuring performance across key areas:
Academic Achievement: This measures student performance in math and English language arts based on the MCAP test. Schools earn points based on the percentage of students reaching proficiency and the average performance level of all students.
Academic Progress: Points are awarded for student growth in math and English, proficiency in science and social studies, and completion of a well-rounded curriculum. This includes the percentage of students meeting 5th or 8th-grade coursework requirements.
English Language Proficiency: This tracks the progress of multilingual learners in gaining English proficiency, as measured by the MCAP test. Points reflect students’ growth toward or attainment of proficiency.
School Quality and Student Success: Schools earn points based on the percentage of students who are not chronically absent, feedback from school surveys, and how well they provide access to a well-rounded curriculum.
Readiness for Post-Secondary Success: Points reflect the percentage of 9th-grade students earning at least four required course credits and the percentage of graduating students meeting rigorous or comprehensive co-curricular standards.
Graduation Rate: This indicator measures the percentage of students who earn a regular high school diploma within four or five years, based on a cohort of students starting in the 9th grade.
