Position Summary:

Under the supervision of the Director or designee, the Background Unit Supervisor is responsible for the review and investigation of all employee records pertaining to the criminal background investigation and Child Protective Services clearance for employment.  This position is also responsible for the review of the background investigations pertaining to vendors, volunteers and chaperones.  The position provides oversight and supervision to the work performed in the fingerprinting office.  This includes supervision of assigned staff and vendors.  The position requires familiarity with PGCPS security procedures, processes related to employee and volunteer fingerprinting, and onboarding procedures for new employees.

Duties and Responsibilities:

  • Ensures that Background Investigators retrieve and review background investigation responses from the Criminal Justice Information System (CJIS) or similar electronic mail system; including notices of arrests and expungements, letters and reprints from the CJIS, etc.;
  • Ensures that third-party vendor provides a high level of customer service; this includes availability, accurate computer entries, and the processing of readable fingerprints;
  • Makes recommendations regarding employment, vendor, chaperone and volunteer actions based on information received through the criminal background investigation process;
  • Works collaboratively with the Office of Safety and Security Services on various tasks, including but not limited to identification badge building access changes;
  • Notifies employment teams and other appropriate management individuals of information received through the criminal background process. This includes information that arises after employment or start of activity with PGCPS;
  • Assists employment teams, labor relations office and other appropriate individuals with follow-up investigations, as requested;
  • Ensures that staff reviews release and authorization forms filled out by employees, as well as those completed by staff for completeness;
  • Reviews and interprets court documents and papers obtained by leaders/specialists or through visits to courts, police departments, etc.;
  • Acts as a liaison with CJIS, Security Services, Human Resources, Child Protective Services, the court system and other law enforcement agencies, as appropriate;
  • Ensures that daily mail from CJIS is processed and follows through with any corrections that are needed;
  • Develops and maintains standard operating procedures for scanning and storing background responses for retrieval, processing identification badge requests, Child Protective Services clearance, and other related procedures;
  • Oversees and maintains a database of background results and prepares reports for the Directors of Human Resources Operations and Staffing, Security Services, Employee Labor Relations, and the Chief of Human Resources;
  • Works collaboratively with the Human Resources Operations ad Staffing department;
  • Oversees the work of employees in the fingerprinting unit, including the third-party vendor; makes appropriate recommendations when staffing changes need to be made;
  • Submits employee matters in violation or potential violation of policies and/or administrative procedures to the Director or designee via the appropriate platform, for review;
  • Monitors purchasing needs associated with consumable stock (e.g., forms, identification badges), and maintenance of any paid services;
  • Monitors and works collaboratively with the Office of General Counsel and/or the Office of Government Relations, Compliance and Procedures to revise or maintain memorandums of understanding or agreement;
  • Performs duties with operational excellence and customer experience as a driving focus; and
  • Performs other duties as assigned.

Education and/or Experience Requirements:

Bachelor's degree from an accredited college or university with a significant emphasis on Criminal Justice related coursework; or (10) years of work related experience; or any equivalent combination of experience and training which provides the required knowledge skills and abilities necessary to perform effectively in the position.

Supervisory Responsibilities:

Supervises and provides guidance to assigned personnel.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

Additional Information:

Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
